Client: Ministry of Panchayati Raj

Scale: 26 States and 5 Union Territories

Objective: Ministry of Panchayati Raj (MoPR) oversees the implementation of Part IX of the Constitution, relating to the Panchayats or Panchayati Raj Institutions (PRIs). MoPR works as a facilitator to enable States to promote efficient, accountable and transparent functioning of the PRIs.
MoPR regularly undertakes a qualitative and quantitative self-assessment in the form of a State of Panchayati Raj Report (SoPR), of the progress achieved in terms of empowerment of PRIs in the respective State / UT, allowing for comparisons to be made and good practices and lessons to be disseminated. SoPR has been published in 2006, 2007-08 and 2008-09. MoPR awarded the contract for publication of the next edition of the SoPR for 2010-11 to a consortium led by NR Management Consultants.
The study covered 26 states and 5 UTs as Nagaland, Mizoram and Meghalaya do not have PRIs.

NRMC India’s Role: NRMC was the lead agency in the consortium of two firms (NRMC and TARU).

The actual services performed by NRMC in this project included:

  1. identification of state partners for developing state level reports
  2. Facilitation of drafting of state level report through providing secondary literature, framework for data collection and reporting, questionnaire design, data collection methodologies and editing of state reports
  3. Drafting theme based national level State of Panchayati Raj Report from the state level reports and secondary literature
Coordinating the overall assignment in 26 states and 5 union territories.
