Objective:With the view formulating a new forestry sector assistance policy JICA wanted to assess and examine the effectiveness of community development activities and inter-sectoral linkages under its forestry projects in alleviation of poverty so that the same can be considered for up-scaling in future projects. Accordingly, it was necessary to conduct a comprehensive study to figure out the actual situation and identify challenges with respect to community development activities in forest fringe areas undertaken unilaterally by forest departments and in coordination with other departments. The purpose of the study was to collect data & analyze the actual scenario, with respect to community development activities and inter-sectoral coordination undertaken by state forest departments, in order to identify challenges and consider JICA’s new assistance policy.

NRMC India’s Role:

The scope of the consultancy included data collection and analysis of:
  • Current status of socio-economic condition of forest fringe communities and forest dwellers
  • Current status of community development activities undertaken by forest departments
  • Current status of inter sectoral coordination with other departments
  • Current status of coordination with private sector (Micro-finance institutions, NGOs etc.)
  • impact on poverty alleviation of the first four activities
  • Documentation of case studies highlighting success and failures of Community Development Activities and Inter-sectoral linkages under the projects.
