Objective:Arghyam initiated its first Panchayat Partnership project on Water and Sanitation in Odhisa with Inter-cooperation Social Development India in Sobara Gram Panchayat, Gajapati District with Institute of Women Development (IWD) as the field facilitation partner. The project duration was 2009 -2011. The objective is to conduct the project end evaluation.

NRMC India’s Role:

NRMC as an evaluation agency assessed:
    • The Capacities of NGO and Gram Panchayat staff in systematic local planning using the WUMP as a tool
    • The level of awareness among the community members on environmental sanitation, on the decentralization process and provisions of different Central and State Government programmes
    • The sustainability of water use master plans for all habitations in the Gram Panchayat for sustainable development of water resources and their equitable sharing
    • The use of the untied funds, to build local capacities to implement micro projects in a systematic and transparent manner
    • The capacity of GP in using the WUMP as the master plan for allocating development investments in the Panchayat
