Objective:The Public Health Foundation of India (PHFI) aims to strengthen the capacity for training, research and policy development in public health in India. PHFI has received funding form USAID, based on which PHFI has established a program titled as “Health Financing Program” (HFP) in the area of health systems financing. The purpose of the program is to work with the Government and Indian research think tanks to:

  • Build their institutional capacity in the design and implementation of comprehensive health financing programs for targeted populations
  • Institutionalize the periodic production and usage of Health Accounts of international standards in policy formulation and decision making
  • Promote policy relevant economic modeling, research and analyses in the area of health finance and health economics.

The overarching purpose of the program is to help introduce more equitable, evidence based, and cost-effective health financing approaches for the bottom two quintiles of the population to protect against the impoverishing effects of illness, especially those that impact maternal, infant and child mortality. This comprehensive database while serving as a key component for designing of the overall health system financing in India would also help in formulating and giving directions to the national and state health policies. The database would also benefit the research organizations in undertaking econometric modelling in the area of health economics.

NRMC India’s Role:

NRMC has recently been awarded an assignment for compiling the public health expenditure of 30 states over 25 years (1990-2015). This one year assignment would involve collecting information from different institutions apart from the state finance departments. The data entry program for creating the database has been designed on the dot net platform. Data auditing is being done using query based modules and involves verification of summation errors, typo errors, issues with different head codes etc.and physical verification of sample data.
