Objective:The Public Health Foundation of India (PHFI) aims to strengthen the capacity for training, research and policy development in public health in India. PHFI has received funding form USAID, based on which PHFI has established a program titled as “Health Financing Program” (HFP) in the area of health systems financing. The purpose of the program is to work with the Government and Indian research think tanks to:

  • Build their institutional capacity in the design and implementation of comprehensive health financing programs for targeted populations
  • Institutionalize the periodic production and usage of Health Accounts of international standards in policy formulation and decision making
  • Promote policy relevant economic modeling, research and analyses in the area of health finance and health economics.

The overarching purpose of the program is to help introduce more equitable, evidence based, and cost-effective health financing approaches for the bottom two quintiles of the population to protect against the impoverishing effects of illness, especially those that impact maternal, infant and child mortality.

NRMC India’s Role:

NRMC is responsible evaluating the perceptions of sample households on health insurance. The study would also entail engaging different stakeholders involved in delivery of health insurance at the State, District and Village level across three states of Himachal Pradesh, Maharashtra and Tamil Nadu. NRMC is responsible for:
  • Developing a detailed research design, including stratification strategies, quantum of sample households and health facilities, key informant interviews etc.
  • Developing survey tools for households, health facilities and key informant interviews including their pilot in field trials
  • Developing complete protocol for data scrutiny and cleaning in consultation with PHFI team
  • Conducting tab based survey to collect primary data from field for a sample of 17,000 households and 100 facilities
  • Sharing analytical report based on primary and secondary data on longitudinal panel study of households and facilities.
